MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF AUGUST 1, 2005

The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michael Storch and Jonathan Sylbert present. Michèle Miller (Chair) arrived at 8:55 a.m.

In attendance for the meeting: Laurily Epstein of the Monterey News; Liz Goodman

·       The Board interviewed Cindy Belair, dog officer for the town of Lee, regarding the possibility of appointment to the office of Animal Control Officer. Police Chief Gareth Backhaus outlined the procedure for handling the office’s paper trail and follow-ups. Belair will consider said appointment and advise the Board of her decision at a later date. There was further discussion of how to handle a problem dog in Town that has killed another dog and threatened others. Backhaus will notify the owner of the legal restraint requirements under MGL Chapter 140, Section 157.  

·       The Board met with Director of Operations Maynard Forbes to review Highway Department items, including the repair of Tyringham Road.

·       Leroy Thorpe, chair of the Park Commission, met with the Board to review Park Commission items, as follows:

1)      Ballpark light replacement: No estimate yet
2)      Park Commission Appointment: On the Commission’s recommendation, the Board voted to appoint Valerie Zantay to the Parks Commission for a nine-month term ending at the Town Election in May 2006, filling the vacancy caused by the resignation of Lynda Mulvey

·       The Board reviewed the terms of the proposed lease for the rental of Bally Gally at the Wilson-McLaughlin property.

·       The Board met with Town Accountant Barbara Gauthier to review budget accounts. The  Board requested that Town Accountant reports contain more detailed breakdowns of account expenses, including line-item printout information for individual vendors.

·       The Board discussed the lack of elder transportation services with Linda Thorpe and Barbara Gauthier. Gauthier will investigate the possibility of contracting with a local taxi service in this regard.

The Board met with School Representative Deborah D. Mielke to discuss school committee items. Mielke advised the Board that the next school committee will be held at the Monterey School on Thursday, September 22, at 7 p.m.; Mielke requested that the Town

·       provide refreshments for this event. There was discussion of how to assemble a list of parents of students enrolled in the district for use by the Education Committee.

·       Kenn Basler was present to update the Board regarding several upcoming events, including an August 13 book signing by Leonard Weber.

·       The Board met with Town Secretary Melissa Noe to review Town Office items, as follows:

1)      Elder transportation
2)      Request to obtain Asset tags
3)      Permit fees schedule
4)      Request for permission to film at “Monterey Falls” (location unknown)
5)      Town Hall cleaning: Highway Department should remove trash; Noe will inquire about the cost of various local cleaning services
6)      Computer consultants: Noe was asked to schedule candidate interviews for the Board
7)      Procurement Office: Noe will serve as Procurement Officer, and will receive training in October

·       Highway and Treasury Warrants were signed.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of July 18, 2005, were approved as written.

·       It was unanimously voted that the meeting be adjourned (12:15 p.m.).
